PACKAGING ACT GERMANY – For shipments into Germany (and Domestic Germany)
Regulatory Changes to Packaging Act in Germany as of July 1, 2022
Since 2019, the so-called “Packaging Act” regulates the responsibilities for packaging with regard to waste avoidance, environmentally compatible recycling and disposal of the packaging waste generated after use in Germany.
A legal amendment to the Packaging Act is due on July 1, 2022, which will extend the registration obligation for all types of packaging and introduce a verification obligation for registration to marketplaces and fulfillment service providers.
For DHL Express, this amendment to the Packaging Act does not result in any changes. The packaging that DHL Express provides to its business customers is not subject to system participation. Therefore, DHL Express is not subject to registration or licensing requirements.
While this amendment to the Packaging Act may affect customers shipping into Germany, we are not permitted to provide legal advice to our customers and assess the extent to which our customers are obliged to register under the Packaging Act. Accordingly, our customers must inform themselves about the legal framework for their activities. All import and domestic shipments to or within Germany fall under the legal regulations. Export shipments are not subject to German packaging law (as waste is not generated in Germany). Shippers of export shipments should therefore inform themselves about the legal framework in the country of destination.

Personal Data Collection
Please be aware that DHL Express Estonia is required to collect your personal data in order to handle courier services, according to the Postal Services Act (Article 20, paragraph 1, item 11)
DHL Express, together with all international postal service providers, undertakes to collect and store the following information about you: full name and Personal Identification Number or ID card number for all senders of international shipments, regardless of whether the shipment is sent on behalf of a company or on behalf of an individual.
All personal data are collected, processed and stored in accordance with the requirements of LPPD, the General Data Protection Regulation and the Personal Data Protection Policy of DHL Express Estonia.
Fraudulent SMS Alert
DHL has been alerted of the unauthorized use of its business name in SMS messages asking receivers to download an application with the extension '.apk'.
We encourage you to let us know at your earliest convenience by sending a screenshot of the suspicious SMS to phishing-dpdhl@dhl.com, include the suspicious phone number in the message.
After reporting the fraudulent message, please delete it and under no circumstance should you download the application.

DHL Service Suspensions
DHL has resumed limited shipping services in select locations of Ukraine. As we operate under elevated risk, additional charges may apply. Our inbound services to Russia and Belarus have been suspended, which is why we are also not accepting shipments to those countries. As part of this suspension, DHL Express has also decided to stop its domestic services within Russia, effective September 1st, 2022.
